This position is funded from the Commonwealth''s annual operating budget.Duties:
- Direct the MassHealth dental program-s policies, objectives and initiatives.
- Ensure vendor compliance with all contract requirements and calculate payments.
- Analyze vendor reports; track program and budgetary outcomes.
- Prepare status and compliance reports for senior and executive staff.
- Negotiate and write contract amendments; review and approve contract deliverables.
- Implement client corrective action plans.
- Help facilitate and implement vendor training.
- Address advocate and stakeholder concerns and issues.
- Increase public awareness of dental services at the community level.
- Monitor the dental program-s annual budget, expenditures, and service utilization.
- Recommend changes to improve quality and increase cost effectiveness.
- Ensure coordination among the various units, operations, and systems.
- Ensure revisions to program policies are drafted, published and mailed to providers in a timely fashion.
- Work with Center for Health Information Analysis (CHIA) and Policy staff to ensure that appropriate methodologies and rates are established for MassHealth dental services and that changes are communicated appropriately.
- Oversee program audits and provider review board actions.
- Provide policy guidance and interpretation of regulations.
Qualifications:
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) five years of full-time, or equivalent part-time, professional, administrative, supervisory or managerial experience in business administration, business management, or public administration and (B) of which at least four years must have been in a supervisory or managerial capacity, or (C) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. A Master''s or higher degree with a major in business administration, management, public administration, industrial engineering, industrial psychology, or hospital administration may be substituted for a maximum of one year of the required (A) experience.
Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

- An understanding of information systems and billing practices.
- Experience managing large, complex programs.
- Strong problem solving and process improvement skills.
- Proven ability to meet deadlines and function under time constraints.
- Direct experience with Medicaid programs, preferably MassHealth.
- General knowledge of state procurement rules and regulations.
- PC skills
- Ability to prioritize and organize multiple tasks and conflicting projects.
- Experience in policy and program development and analysis.
- Working knowledge of dental industry and terminology and procedures.
- General knowledge of federal and state Medicaid laws and regulations.
- General knowledge of the dental community.
- General knowledge of HIPAA requirements.
Comments:
The Senior Dental Program Manager will monitor, manage, and evaluate the performance of the dental Third Party Administrator (TPA) and manage the dental program benefit for MassHealth members. Develop policy and budgetary analysis and ensure vendor compliance with purchasing specifications; supervise two dental Benefit Services Managers and coordinate activities and policy decisions with the MassHealth Dental Director.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
